Since 1994 the hospital has, in collaboration with the Chang-hwa Show Chwan Hospital, introduced the Total Quality Management (hereafter TQM) system from the Canadian St. Joseph’s Health Care Center. This system aims to instill a total quality management concept through a range of comprehensive quality management education and training programs. Our promotion team of TQM committee launched several projects such as quality improvement proposal system, quality culture corridor, incentive system, discharge flow improvement, and employee perception to TQM survey to enhance our healthcare quality.

In the full effort of our superintendent, our healthcare quality and patient safety committee owns fifteen subgroups with respect to healthcare quality. In accordance with the implementation of healthcare quality assurance in our clinical departments and excellent administration, the committee and its subgroups aggressively reinforce the healthcare quality of our hospital and the community we served to build up a safety healthcare environment guided by “patient comes first”.

Followed the patient safety policy made by Department of Health, Executive Yuan in 2004, we stood on the strategies and practices of Health Department to develop our patient safety-related program, which guided our implementation. Also, we regularly check those clinical practices for improvement to ascertain what we built up a safety healthcare environment. We also aggressively launched quality improvement activities such as clinical pathway, satisfaction survey (encompassed patients, their families and our employee), quality indicators surveillance, 5S management, evidence-based medicine, patient safety report system, and drawing on hospital safety operation guidelines.

We also pay much attention on continued education and training. Through the concept of multiple quality control tools, we introduce all the three dimensions - concept, tool and clinical practices - for quality assurance to plan our own healthcare quality training courses.

Our nursing department initiated the first quality control circle contest in the year of 2000. By 2001, we won the bronze medals in the contest held by Taiwan Joint Commission on Hospital Accreditation. This encouraged us to extend quality control circles to be hospital-wide activities at the same year. The efforts in implementation quality control circle encompasses reinforcing the quality concepts and practices of front-line staff, offering quality management courses every year, sending staffs to off-hospital training, and appointing the on-site winning teams to participate nation-wide competition. From 2002 to 2009, a total of 166 topics with respect to quality improvement conducted quality improvement. Furthermore, we are recognized for achieving higher standards in quality improvement among Taiwan hospitals. We consecutively attended the nation-wide contest held by Taiwan Joint Commission on Hospital Accreditation from 2005 to 2009 and won silver and bronze medals as well as patient safety, integrated holistic healthcare special awards.
